The target depends on how many games the league plays.

What decides a season

Player ratings, position fit, formation and manager. A manager's rating and preferred shape change your results, so a 4-3-3 coach with a back five costs you. In multiplayer, cohesion counts too: an XI built around two or three seasons plays better than eleven players from eleven eras.
